Question

What software application (not brand specific) would re-order pages in PDF documentss?

Solution

You can use A-PDF Page Master (free download here) to re-order pages in PDF documents with only three steps:

Click "File->Open" to add a PDF file, the pages will be listed as thumbnails
Manage pages: change sequence, copy pages, insert blank page, delete unwanted page, rotate or resize page, assemble pages and so on
Click "File->Save" to save changed PDF pages
