You can use A-PDF Scan and Split (free download here) to cut PDF files by blank sheets and delete the pages after cutting:
- Select "Split PDF" then click "Next >" to select "Split by Blank Page";
- Click "Setting" to make sure the existing blank page can be recognized, then add PDF documents, define Output Folder and Name for split PDF files, choose "None(Discard separator page)" in "Option for separator page";
- Click "Start" to split into smaller files.
