Solution

You can use A-PDF Restrictions Remover (free download here) to take unwanted passwords and restrictions away from PDFs in two easy ways:

Right-clicking a restricted PDF file in Windows Explorer
Select "Remove Restrictions" or "Remove Restrictions & Save as..." in Context-Sensitive Menu
Input right password to complete decryption

OR:

Operate "PdfRR.exe" and click "Settings" on General or Password Pool
Click "Remove Restrictions..." or "Remove Restrictions & Save as...", open a restricted PDF to be decrypted
Input right password to complete decryption
